The proposed reform doesn’t need to be rewritten. The introduction and literature review needs to be rewritten. The paper will need to be rewritten in third person. In the literature review, sexual assault was not defined anywhere. Can you add that to it?  The proposed reform is good. I have attached the previous paper. Once rewritten, it should be put together as one. Thank you so much.
