What were the choices? What factors contributed to the specific policy being adopted?
Who benefits? Who pays the costs?
Evaluate: What’s working and what’s not? What could be done differently?
How is your state/locality positioned on this issue compared to other states/localities?
Who are the stakeholders involved?
Is there an intergovernmental effort? What agencies are playing a role from a federal, state, and local perspective?
